StreamStor Cobra API Python Support

The StreamStor library provides both a .NET (C#, F3, Visual Basic, C++/CLI) and a "C" interface for application programming.  Control of the StreamStor Cobra system from a Python application can use one of the "C" interface libraries for Python such as "ctypes".   The following Python module is provided as a starting point for adaptation into your application.  The provided "ssapi3.py" module uses the ctypes interface to make calls to the StreamStor Cobra API (ssapi3.dll).
